Publication Ethics

Hue University Journal of Medicine and Pharmacy, Faculty of Medicine and Pharmacy, Hue University follows the standards set by the Committee on Publication Ethics (https://publicationethics.org/files/u7141/1999pdf13.pdf) and the regulations of the State Professor Council, promoting integrity in peer-reviewed research publications.

Author Responsibility

  • Copyright: Only individuals who have made significant contributions to the research have the copyright to the article.

  • Manuscript Submission Criteria: Authors/authors’ groups are required to submit manuscripts to the Journal that present research results not previously published or disseminated in any other publication or platform. Authors/authors’ groups should also objectively present the importance of their research.

  • Originality of Manuscripts, Plagiarism, and Source Acknowledgment: Authors/authors’ groups must ensure the originality of the article before submission. If any materials or quotes from other scientists are used, proper citation or permission must be obtained for their inclusion in the research.

  • Access and Data Storage: Data, references, and other information included in the research must be accurately and comprehensively presented to facilitate replication. Any instances of fraud or intentional misrepresentation will be considered unethical conduct. Authors/authors’ groups are required to provide supporting data for the editorial process and ensure public access to the data. Research data must be preserved for a reasonable time following publication.

  • Multiple Publications: Authors/authors’ groups must not submit manuscripts with identical content to more than one journal or publisher.

  • Conflict of Interest Disclosure: All authors must declare any personal relationships or financial sources that may unduly influence the research. Authors/authors’ groups must also clearly state the financial support for the research and manuscript completion. If there is no relevant funding source, this must also be disclosed. Potential conflicts of interest should be disclosed as early as possible.

  • Corrections to Published Articles: When errors are found in a published article, authors/authors’ groups must notify the Editorial Board immediately to withdraw or correct the article, if deemed necessary by the Editorial Board. If the Editorial Board receives third-party notifications regarding errors, the authors/authors’ groups are responsible for cooperating and providing evidence upon request.

Peer Reviewer Responsibilities

  • Contribution to Editorial Decision: Peer reviewers assist the Editorial Board by providing specific feedback on research and helping improve the manuscript's quality. If a reviewer is invited but feels unqualified or believes reviewing is not feasible, they should inform the Editorial Board and decline the invitation.

  • Confidentiality: Any manuscript under review is considered confidential. Reviewers must not share any evaluations or information about the manuscript with others or contact the authors without the Editorial Board's consent. Reviewers are prohibited from using manuscript materials or results without the author’s consent.

  • Ethical Alerts: Reviewers should be vigilant about potential conflicts of interest and immediately report any significant similarities or overlaps between the manuscript and previously published works they are aware of.

  • Objectivity Standards: The review process should be conducted impartially, without any personal bias. Criticism of the authors should be focused on the scientific content, not personal aspects. When suggesting that authors include citations of their own or colleagues’ work, it should be for legitimate scientific reasons, not to increase citation counts or enhance the visibility of their own research.

Editorial Board Responsibilities

  • Publication Decision: The Editorial Board is solely responsible for decisions regarding the publication and dissemination of manuscripts. All members of the Editorial Board must comply with the journal’s policies and applicable legal regulations.

  • Peer Review Process: Editorial Board members must ensure fairness, impartiality, and timeliness in the peer review process. Each manuscript must be reviewed by at least two independent external experts, and if necessary, additional scientific opinions may be sought. Editorial Board members must select reviewers with expertise relevant to the manuscript’s field.

  • Fairness: Editorial Board members assess submitted manuscripts based solely on scientific content. A transparent mechanism should be established for editorial decisions.

  • Confidentiality: Editorial Board members must maintain the confidentiality of all manuscripts submitted to the journal and any communication with peer reviewers. Information about reviewers should also be kept confidential, and manuscript details must not be used for personal gain.

  • Disclosure of Conflicts of Interest: Editorial Board members must not participate in the review process for articles they have authored or articles involving family members or colleagues, nor in matters where they may benefit from the product or service discussed in the publication.
